To the left at the top of the stairs is a small deck leading to a lookout post. There's been a lot of modification up here, the bricks are certainly not original, and there probably weren't any railings at all. It also looks like some of the concrete may have been busted out at some point. The big flat topped mass straight ahead is concrete and I've seen a picture showing a post on top of it, all that's left now are embedded bolts.
